Job Title: Health Officer (Nurse)

Tenure: Casual (temporary employment of 90 days or less in a calendar year)

Locations: Victoria (British Columbia), St. John's (Newfoundland and Labrador), Dartmouth (Nova Scotia), Québec (Québec)  

Rates of Pay:  $94,016 to $106,864 annual salary

Classification: NU-CHN-03

Work schedule: Health officers work on Canadian Coast Guard ships for periods ranging from 28 to 44 days between May and November.

Work environment 

Health officers work aboard Canadian Coast Guard vessels providing primary and emergency health care to 28-90 crew members while at sea. The work schedule at the clinic is 8 hours per day, each day during the trip, with an additional 16 hours spent on call to assure a 24/7 availability for emergencies.  
 
The clinics vary in size depending on the vessel. They are equipped with standard medical and surgical equipment and a wide range of pharmaceutical products. Most medical consultations are conducted in the clinic; however, you may be required to travel throughout the ship to respond to emergencies (example: in the cabin of a sick or injured crew member, the ship's decks, the bridge, the cafeteria or the engine room). You need to be comfortable moving around and working in an uncommon context and environment. 
 
Health Officers are provided with a private cabin and all meals while aboard.

Qualifications candidates must have for a Health Officer, NU-CHN-03 (essential) 

  • Eligibility for registration as a registered nurse in a province or territory of Canada. 
  • BLS (Basic Life Support) certificate from Heart and Stroke Foundation of Canada.
  • *Significant nursing experience in providing primary health care (assessment, treatment, referral and follow-up) independently (without physician supervision) to clients in remote location**. 
  • Experience responding to emergency situations without direct supervision of a physician.
  • Experience in complete clinical assessment of skin lacerations and in performing stitches***.
  • Ability to communicate effectively orally. 
  • Ability to communicate effectively in writing.
  • Ability to develop and maintain collaborative relationships with internal/external stakeholders.
  • Demonstrating integrity and respect.
  • Client centered approach.
  • Thinking things through.
  • Working effectively with others.
  • Showing initiative and being action oriented.

*Significant is defined as a cumulative continuous or non-continuous period of twelve months (1 year). 

**A remote location is defined as a location where health care is not easily accessible due to distance, weather conditions, lack of telecommunications, limited availability of helicopter services, or limited access limited to a doctor directly on site.

*** Surgical procedure that can be performed in a brief period (usually <1 hour under local anesthesia) and does not under normal circumstances constitute a major hazard to life or function of organs or body parts. Ex. Laceration repair with stitches  

 

Other qualifications may be required for the job (asset*) 

Asset* qualifications may be required for the job, depending on the position being staffed.  You are encouraged to provide proof of qualifications if obtained. 

Asset qualifications for a Health Officer  

  • Graduation with a degree from a recognized post-secondary institution with acceptable specialization in nursing, nursing service administration, nursing education or some other specialty relevant to the position (* Recognized Post-Secondary Institution: A public or private educational institution that has been granted, by virtue of a public or private law of a provincial or territorial government, the power to issue diplomas and other certificates of professional studies).
  • Master's degree in nursing or with specialization in a field related to the duties of the position approved by the Employer. 
  • Experience in research, analysis, development and writing of health-related procedures, policies or initiatives.
  • Experience providing advice and recommendations to management on general health related issues 
  • Experience in providing healthcare at sea.
  • Experience in using a departmental travel management/booking system.
  • Trauma Certification.
  • Advanced Cardiovascular Life Support (ACLS) from the Heart and Stroke Foundation of Canada.

Operational Requirements 

  • Ability and willingness to travel to and from remote locations by boat, small planes and helicopters.
  • Ability and willingness to work overtime and be on standby.
  • Ability and willingness to go to sea for long periods; sometimes beyond thirty (30) days, many times a year, as per operational needs.

 

Conditions of Employment 

  • Obtain and maintain a valid reliability Security clearance.
  • Hold and maintain valid authorization to practice nursing in a province or territory of Canada.
  • Valid medical certificate issued by Health Canada.
  • A valid Canadian passport.
  • Maintain a valid BLS, Basic Life Support certificate from the Heart and Stroke Foundation of Canada.
